Wellington Conference on Cluster Munitions

Since Laos is littered with Unexploded Ordnance (UXO), it is not a surprise to find the country listed as one of the subscribers to the Declaration of the Wellington Conference on Cluster Munitions.

The Wellington Conference on Cluster Munitions is one of the most significant disarmament meetings that the New Zealand government has ever hosted. It is taking place at the Town Hall from 18-22 February 2008, with public events scheduled in both Wellington and Auckland. At least 350 representatives from 100 governments are expected, as well as more than 150 civil society experts in the removal of cluster munitions, victim assistance, and advocacy. The official deliberations by diplomats will result in a Wellington Declaration and discussions on the text of the draft Cluster Munition Convention will be forwarded to the negotiations, which will take place in Dublin, Ireland from 19-30 May 2008.

  1. Not so suprising when you read the definition of cluster munitions in the agreement. It very carefully defines cluster munitions such that it does not include land mines. I think the chance of Laos dropping cluster munitions to be equal to the chance of them flying stealth aircraft.

    Land mines however are alleged to be planted currently in the effort to restrict the Hmong from foraging for food in contested areas.

    Not saying cluster munitions are good mind you, just that I’d be more impressed if the Lao PDR destroyed and promised not to use, land mines, especially against civilians, anymore.
