I just came back from Laos! But I miss the festival by a week. Next year I have to plan my trip for the festival.

Does anyone know the exact date of this festival in Nov ‘09?

I called my aunts in Vientiane and asked them to look up the dates for you on next year’s calendar. Boun That Luang is on 02/11/2009. This is the day of the Morning Alms Giving and the night of the Wien Thian. The celebration would start a few days sooner than this.
If you want to catch both the Boat Racing Festival and Boun That Luang, then get there around 03/10/2009 and stay until 03/11/2009. The boat racing festival at Wat Chanh in Vientiane is on 04/10/2009.
February and March is too late for Boun That Luang. The festival is usally around the first/second week of December. In February (maybe March) is the Wat Pou Festival.

Thanks for the clarification. I posted the dates based on the way people in Laos and in Europe write down the dates by day/month/year (vanh, deun, pee). I should have written the dates the way they do it in the US. In this case, Boun That Luang is on November 02, 2009. Boat Racing Festival is on October 04, 2009.
To catch both festivals, it’s best to get to Vientiane on October 03, 2009 and get one month Visa until November 03, 2009.
